Allocates a new COM String of the sepcified size and optionally containing a copy of pszSource.
| pszSource | [ in ] A pointer to the characters to copy into the newly allocated string or NULL to leave the string uninitialized. |
| nSize | [ in ] The number of characters to copy from pszSource. A NULL terminator is appended making the total size nSize + 1 characters long. |
